Once you have your To Do's you can add them to lists and then add them to new records automatically with Triggers. This allows you to ensure compliance is uniform across you system.

For example you could decide that every new Incident Report automatically requires a To do list for:

Investigation

Root Cause Analysis  

Management Sign Off

You can also update the status of your incident report as the To Do's get completed.
